Tackling International Scam Calls Head-On

Ofcom is proposing new measures to enhance guidelines for telecoms companies in safeguarding UK residents from fraudulent international calls that mimic UK mobile numbers.

Criminal organisations often exploit trust by spoofing phone numbers, particularly UK mobile numbers, to increase the likelihood of their calls being answered. Research from Ofcom indicates that in February 2025, 42% of phone users reported receiving suspicious calls in the past three months. People tend to be more trusting of calls from UK mobile numbers (+447) compared to calls from withheld or international numbers.

To strengthen protections, Ofcom previously updated its guidance, instructing phone companies to block calls from abroad that falsely display UK landline numbers, with few exceptions. Currently, there's an exemption allowing calls from abroad that display UK mobile numbers, enabling roaming individuals to show their number to contacts.

Today, Ofcom proposes that telecoms companies should conceal the caller ID for calls that seem to originate from UK mobiles abroad, unless they can verify the call's legitimacy. This recommendation stems from industry consultations aimed at balancing consumer protection with the needs of travelers calling home.

Marina Gibbs, Ofcom’s Policy Director for Networks and Communications, highlighted the pervasive nature of scam calls and the devastating impact they can have. While existing measures have resulted in a significant number of blocked calls daily, she emphasised the need for ongoing innovation in defense against fraud.

Interested parties are invited to provide feedback on the proposed changes by October 13, 2025, with a decision expected in early 2026.
